Joe LaBuda Executive Vice President

As Executive Vice President, Joe is responsible for driving growth and profitability within the Harris Local Government division. Joe provides a thorough and ongoing assessment of our industry and is accountable for identifying emerging business trends and opportunities through new product development, growth of new territories and existing partnerships.

Joe joined Harris as a result of the MCS Spectrum acquisition in 2002 and has since held several positions within Harris including Project Manager, Vice President of Professional Services, Vice President of Sales for the Schools division and Vice President of Sales and Marketing. Prior to joining Harris, Joe worked for HSBC Bank within the Human Resources IT group as a Database Analyst. Joe holds a Bachelor of Science degree from the University at Buffalo.


Ruth Niermeyer Vice President

Ruth joined Harris in 2012 following more than a decade in website management and multi-media advertising sales. Her experience leading diverse, remote teams of technical salespeople has helped her understand the unique opportunities and challenges of her staff.

Ruth believes her team's role in the introduction of Harris products to municipal clients sets the tone for the relationship going forward; as such, their product knowledge and reflection of customer needs back to the technical staff is a critical component of each contact. "We have seasoned software experts helping our customers and prospects—and helping me. I've learned so much from them. I love their passion for our clients and how our solutions fit the marketplace."

On the marketing side, Ruth's team is responsible for the content and user experience of this website. She encourages feedback from customers as we build out this new platform, consolidating the five previous Harris Local Gov websites into one portal. "We have a lot more work to do on the site but it's a good start. Once we've stabilized the content for each product line we'll be adding more customer control and feedback mechanisms. We want the site, in time, to be an extension of the connection we've built with our customers in person."
